School and Workplace Violence

Violence in schools and at workplaces is a common incidence in the American community. They are indeed a major threat to the guarantee of health and safety security in these crucial institutions of our nation’s economy. There are a number of events which can lead to school or workplace violence such as unfavorable environmental and interpersonal relationships between mates (Anthony, 2000). Just like any other act of violence in the community, law enforcement agencies are bound to safe the life of the victims and arrest the offender for interrogation. Due to our nation’s concern for the sustainable safety of the people, many rules, regulations, and practices have been developed to mitigate the problem. This essay is written as a discussion on school and workplace violence. The author identifies the events, facts and those involved in violence as well as how law enforcement respond to such incidences. A discussion on changes that have been made by those made by the institutions affected by violence incidents is also given. Workplace or school violence has been defined as any act of violence physical or psychological that as the end result of compromising the health and/or safety security of the victims (Rugala, 2003). Therefore, workplace and school violence encompasses; physical or threat of physical violence, harassment, and even intimidation. However, the most common form of violence is homicide (Kelleher, 1996). According to available statistics, such incidences can affect or involve staff, students (workers), and visitors. There are a number of events which can lead to violence at workplace or schools. First are poor interpersonal relations among individuals (Anthony, 2000). Understanding and appreciating others in a society is an important factor in the realization of sustainable relationships. Just to be stated here is the fact that different people have different worldviews as well as different ways of reacting to issues and circumstances. However, strong interpersonal relations serve to control risks of overreaction by enhancing communication (Anthony, 2000). Therefore, lack effective interpersonal relationships can lead to violence. Another event that can lead to violence is peer influence (Hunt, 2010). According to available research findings, most incidents of violence among students or workers are influence by groupthink mentality (Hunt, 2010). Just to be stated here is the fact the association can have the psychological impact of compromising individual reasoning and judgmental ability. Discriminative behavior can also cause violence. School of workplace bullying based on race, social-economic and personality are cited as having a major role in causing violence (Wodarski, Roberts & Rapp-Paglicci, 2002). This is because they can result to stress and depression on the victims, thus resulting into revenge mentality. School and workplace violence is marked with numerous facts. First, they threaten the health and safety of those involved. Homicide is the leading cause of fatal injuries in schools and workplace (Hunt, 2010). Such include school or workplace shootings and/or stabbing. Therefore, violence in such institutions can be attributed to prior threats rather than instantaneous reactions. It is due to this reason that threat assessment is found to be a crucial tool for preventing violence. Another fact is that most incidents of violence are caused by lack of proper institutional policies (Wodarski, Roberts & Rapp-Paglicci, 2002). Violence like harassment and intimidation are common between management and staff or students. Just to be noted is that the management must serve as a role model for the other members of the organization. Therefore, failing to ensuring respect for the personality, ethnical and cultural diversity in the organization evidently serves to influence workers and/or students negatively. According to statistic on incidents of school and workplace violence, most of the cases involve indoor members (Rugala, 2003). This has been closely attributed to the fact that it is in the institution where conflict among members can be more pronounced. Based on this, most offenders on incidents of homicide are students or workers (Rugala, 2003). On the other hand, in incidents of harassment and intimidation, the common offenders are the institutional managers such as teachers and company managers (Kelleher, 1996). This is closely attributed to misuse of power by instituting oppressive or discriminative behaviors towards certain members. Visitors are also common offenders particularly for homicide incidents but can also be victims of intimidation and harassment by members of the organization (Rugala, 2003). It is the sole purpose of the law enforcement agents to ensure the rule of law in the society. Incidents of school and workplace violence particularly homicide and assault are legally regarded as criminal offenses (Rugala, 2003). Therefore, the initial response by law enforcement is usually to intervene to save the life of the victim and arrest the offender for interrogation (Wodarski, Roberts & Rapp-Paglicci, 2002). This is important not only in mitigating further health and safety harm to the victims but also for setting the initial step towards the realization of justice for the incident. However, the process of realizing justice for violence incident requires adequate investigations not only to collect evidence for criminal charges against the offenders but also to seek lasting solutions to such incidents in the institution (Rugala, 2003). This is why law enforcement engages with members for establishing how, why and who were involved in the incidents. Still, since some incidents occur without the presence of law enforcement agents, the process of investigation can involve forensic crime analysis. This is mainly used as a technical way of qualifying evidence given by witnesses of the incident thus enhancing its admissibility during prosecution. Incidents of school and workplace violence have evidently led to many changes to those affected. First, the government, as the sole custodian of the people, has engaged in the development of effective rules and regulations for enhancing workplace and school safety (Anthony, 2000). Such actions by the government have led to the founding of the National Institute for Occupational Safety and Health (NIOSH) which seeks to educate institutions on the importance of having an environment free of violence for workers (Wodarski, Roberts & Rapp-Paglicci, 2002). On the side of law enforcement, incident prone zones are usually marked with presence of police as a measure of ensuring fast and effective response to acts of violence. Another change is that most organizations respond to violence incidents by sucking the offender and developing anti-violence policies. Creating awareness among the parties involved in an institution is quite important (Anthony, 2000). Therefore, most of these anti-violence policies by organization are mainly tailored to advice people of how to identify and report or prevent violence threat incidents. An example is the requirement for training employees to be resources of the Employee Assistance Program (Anthony, 2000). In conclusion school and workplace violence incidents are evidently preventable mainly due to their predictable nature (Rugala, 2003). It is due to this reason that all stakeholders should cooperate in the identification and finding viable solutions to the problem. Such an effective strategy should involve creation of awareness and development of stiffer rules and regulation to govern school and workplace conduct. Still important is that institutions should engage in efforts for establishing an anti-violence corporate culture for the sustainable future of school and workplace safety. References Anthony, B. Doing Business in Argentina Argentina has a stable political structure and the government is working on developing economy. I would choose to produce and sell solar panels in Argentina through Joint Venture with an Argentina company, which is one of the Investment Entry Mode. And I would send 1 in sales, 2 engineers, 1 accountant, 1 in shipping, 3 technicians, and 2 managers. Market reasons: Firstly, Argentina has enriched solar resource. â€Å"Argentina’s eastern plains and north western regions are ideal  for solar PV development.However, only 10 MW of solar has  been installed in Argentina to date, making it a huge untapped  resource† (Grotz, Decundo and Ernst and Young). It indicates that the potential market for solar panels is huge. In addition, the efficient of solar energy is the most concern factor of solar panels, â€Å"solar energy installations began as simple contraptions in Latin America but are increasingly led by technologically advanced providers deploying sophisticated equipment and expertise that makes foreign participation almost indispensable† (Solar Daily).And my company has the best electronics package on the market; it is a great opportunity for my product to take a major part of market share in Argentina. Secondly, solar energy is one of the major renewable energy that Argentine government trying to develop. Argentina is the third-largest economy in Latin America, and one of the emerging markets around the world. However, the shortage in electricity is the major obstacle of the development. â€Å"Electricity demand continues to grow steadily in the country  and forecasts suggest an ongoing annual increase of 6%.Estimates indicate that an additional 1 GW of new generation  capacity per annum will be necessary to satisfy this growing  demand† (Grotz, Decundo and Ernst and Young). To solve the problem, Argentine government not only passed a law to ensure that â€Å"8% of  electricity demand should be generated by renewable sources  by 2016†, but also developed the GENREN program to â€Å"contract at least 1GW of renewable energy capacity† (Grotz, Decundo and Ernst and Young). And 20 Mw of electricity are supposed to be converted by solar energy.With the encouraging and supporting of Argentine government, it is the best timing to introduce my product into the renewable energy industry. Why Joint Venture? The very first concern is from the company’s interest. Since $5,000,000 has been spent in developing the electronics package and assembly machine, I need to reduce the costs of entering the new foreign market as much as possible. Through Joint Venture, I can access to existing resources that the local company has in Argentina; it takes less time for my company to get familiar with the market and actual start my business.Time is money. Also, the advantages I have are the core technology of the business, human resource to train workers and jobs; all I need is the local facility and less required workforce. I will send 3 technicians to Argentina to train limited workers before hand and license my patents to the local company for a limited time. On one hand the business is able to operate smoothly once it started. On the other hand, given the fact that, Argentina is a country with high uncertainty avoidance, it shows my willingness of cooperating with the local company.Also, it’s necessary to sign a very detailed contract with the local company. What’s more, Argentina has a high Human Development Index and ranked 45th among 187 countries (UNDP). Therefore, it will not take much time in training workers. Secondly, it helps my company to form a local image. Argentina is an achievement oriented country, with a local company entering the market; it reduces the effect of unfamiliarity. In the mean time, since Argentina is a multi-culture country, when dealing with culture issue, a local company can provide support and reduce r isks that due to unfamiliar of the culture.The most important is that, a local image represents local interests. The argument among nationalizing YPF S. A. , the oil and gas company owned by the Spanish energy giant Repsol (Romero), is the hottest issue recently. One reason for Argentine government to take over YPF S. A. is that â€Å"YPF, hasn't produced enough to keep up with Argentina's rapidly growing economy†¦the company's proven reserves of oil and gas have also fallen substantially over the past few years† (Weisbrot). From Argentine government’s point of view, it means YPF S. A. somehow did not represent the country’s interests. When corporate interests are not aligned with national interests, when companies are concerned only with profits, that's when economies fail, which is what happened globally in 2008 and what happened to Argentina in 2001† (Bronstein). In this case, it is crucial to form a local image in Argentina and being less foreign. Thirdly, it reduces the political risks in Argentina. IMF claims that there is no nationalization trend in South America despite the moves in Argentina, â€Å"it's a very diverse region and we would not call what we are seeing a trend† (Palmer).However, always being aware of potential political risks in Argentina is good to prepare ahead and reduce the loss as much as possible. Through Joint Venture, if a wide range of nationalization happens, it would reduce my loss of investing in establishing facility and share the risks with the local company. In addition, it allows me to be able to get involved into the relationship between the local company and local government. Fourthly, my company needs to get into the industry as soon as possible.Since Argentina is a FDI favorable country and renewable energy industry is hot, it is a highly competitive industry currently. â€Å"Argentina attracted US$743m (â‚ ¬546m) in clean  energy investment in 2010, ranking it 16th among G 20  members. Its five-year growth rate for clean energy investment  is 115% which places it second among the G 20† (Grotz, Decundo and Ernst and Young). As for solar energy, there are already some big companies involve in, like Sequel Power and Onyx Service and Solutions, Inc. , they admitted that â€Å"South America is a tremendous growth region for utility-scale solar energy projects† (Solar Daily).Not to mention when the EU begins to focus on the industry, â€Å"the EU is the biggest foreign investor in Argentina, accounting for about half of the FDI in Argentina with EU's investment stocks worth â‚ ¬ 44. 1 billion in 2008 and   important investments in areas such as telecoms, automotive or energy† (European Commission), the competition would be drastic. At that time, the key point to win the battle would focus on technology. Through Joint Venture, not only my company would provide the latest technology in the U. S. , but also the local company is abl e to distribute the competitive product to local market in time.Fifthly, through Joint Venture, it would be easier to send money back to the U. S. The financial issue would be the biggest problem to do business in Argentina. Due to the crisis in 2001, â€Å"Argentina defaulted on its bonds and has since had  difficulty accessing the international credit market†; therefore, even though Argentine government is trying to develop renewable energy, â€Å"A lack of  support for project development from financial institutions  continues to be a barrier to renewable energy development in  the country† (Grotz, Decundo and Ernst and Young).Without subsidiary from government, it is harder to develop a new company in a new industry. Therefore, the financial plan should be made in detail and carefully. The restriction on money transaction is tightened in Argentina; huge amount of money need to go through the Central Bank to transfer to outside of Argentina. It would be easi er for Argentina residents to do so. Argentina has placed trade barriers, like limits on payment of import services, to protect local industry and its trade surplus.And â€Å"the critics described the policy as ‘unbefitting any WTO member’ and ‘particularly troubling’ because they limit the growth-enhancing prospects for trade† (Miles). Also, the labor cost is much cheaper in Argentina than the U. S. , thus, I decided not to import products from the U. S. to Argentina, but to produce it locally. Last but not least, through Joint Venture, I am able to know the cost of living in Argentina, and provide my employees a reasonable salary while working in there.And the local company can assist my employees to get used to the life in Argentina; it will allow them to feel less culture shock. I will keep their positions in the U. S. , and ask the first group of employees that go to Argentina to share their experiences in the help of next group of people to mak e full preparation. As the company in Argentina should be long-term, and I would like everyone in my company has the chance to work there, if I could. In this case, the coordination among the U.S. company and Argentine company will be better. One group of 10 employees in Argentina is fixed. And technicians are the most important, it needs 3 employees; 2 engineers are able to develop our products suitable for Argentine circumstance; 1 in sales, 1 accountant, 1 in shipping, and 2 managers would be enough to cooperate with the local company. For instance, pornographic sites or images are referred to as ‘pron’ instead of the widely known term ‘porn’. This is to trick parents that what they are talking about or referring to are not offensive and also to let them stay away from them and their friends when they are discussing such matters. When they mention skittles, they are not talking about the candy bar rather the topic is about a type of drug commonly available to teenagers. No parent would ever suspect anything fearful with this attempt of the young people to hide their discussions from their parents so that even if they are hearing them say these things, the parents are just left clueless. Another common term used among teenagers in 16th street is the word ‘trannie’ or ‘tranzie’ which refers to trans-genders and come quite derogatory to those they refer to because they are usually singled out from their groups. Some slang terms are not just used to hide things from parents but from fellow teenagers as well in an attempt not to hurt their feelings like the formerly mentioned example which could be referred to a friend who is trans-sexual, accepted in a group yet is not far from being talked about. The rights of African slaves during the Enlightenment and the French Revolution created controversies arose over the issue of slavery. People living in France during the Enlightenment and revolutionary times had debated that slavery was needed in order for France to avoid an economic shock, slavery should end, slaves needed rights, and slaves were better off being slaves than free. On the same issue, Antoine Barnavem, a french orator, also reports to the National Assemblys Committee on the Colonies that France has reached this level of prosperity thanks to our colonies. Barnave also states that if the colonies would someday gain independence, France would have to prepare a backup plan to lose them without an economic shock and without a disturbance to our political existence. On the other side, others had stated that slaves had rights like any other man, and that slavery should be abolished. In return, this had convinced Louis XIII to authorize this horrid commerce in human flesh. This practice was only used to simply boost the number of Catholics in the world. Indigenous or aboriginal deaths in custody in Australia This paper is focused on indigenous or aboriginal deaths in custody in Australia. This problem is not only in Australia but it is a widespread occurrence since there is overrepresentation of Aboriginal in the justice systems especially the criminal justice systems. The indigenous people are the most marginalized across the world especially when one looks at social, health economic and educational conditions that they are put in. This is why the indigenous people are always criminalized and this can be justified by examples from countries such as United States of America, New Zealand and Canada (Sallybanks, 2005). In Canada aboriginal comprise of just 3% of the whole population but they have the majority criminals in custody since they are seventeen percent of the inmates in the federal prisons. In some penitentiaries in Canada the Aboriginal make up to 60% of the inmates. In a province such as Saskatchewan Aboriginal are incarcerated thirty five more times than the population which i s the mainstream. This paper discusses the criminal justice system in Australia and how there is indigenous overrepresentation in the same system. Furthermore, the paper looks into the findings which have been done by researchers on the indigenous deaths which happen when they are incarcerated in the context of Royal Commission which was done on the Aboriginal deaths in custody (Joudo Curnow, 2007). Using other articles and research materials, the paper takes into account then deaths of prisoners in prisons and police custodies, which indicate some of the issues which relate to Aboriginal reaction to the system of criminal justice, more particularly in exercise of appropriate duty of care and more specifically in the reduction of the criminalization of the Aboriginal societies and communities. Discussion The discussion on indigenous deaths in custody cannot be complete if one does not discuss about the work of the royal Commission which was incorporated to find out the causes of Aboriginal deaths in custody in Australia. This commission was established in 1987 and it findings were presented four years later to the federal parliament. This commission was generated by some organizations which were in support of the indigenous communities in Australia. The organizations included Aboriginal legal service, which was meant to defend the family members of those who had died during their time in prison and also their supporters (Australian Bureau of Statistics, 1996). In the early 1980s there were many deaths which occurred to people who were in prisons and police custody, and this caused serious alarm in all communities especially the Aboriginal society in the country. The overrepresentation of the Aboriginal people in custody was one of the major causes of deaths in custody according to the report presented by the Royal Commission. However, there was negligence of duty to the part of the authorities thus leading to deaths of the Aboriginal population. The committee found out that the custodial authorities had no understanding of duty of care; there were other defects to the system which were related to care that lead to such deaths. Furthermore, there were other failures which related to the exercise of care. In some instances the lack to provide care directly to the inmates also contributed to the deaths of the Aboriginal people in custody. In his findings on New South Wales a commissioner by the name McCall (2004) concluded that, Every one of the (18) deaths was potentially avoidable and in a more enlightened and efficient system might not have occurred. Many of those who died should not or need not have been in custody at all. He found that negligence, lack of care, and/or breach of instructions on the part of custodial authorities were found to have played an important role in the circumstances leading to 13 of the 18 deaths investigated (pg63). The position of the indigenous people which is disadvantaged one and also unequal has contributed to the difficulty in bringing these people to contact with the criminal justice system. The commission found that in order to do away with these disadvantages and inequality is only through self-determination, empowerment and reconciliation of the indigenous people (Williams, 2001). Through the commissions findings, it was noted that the Aboriginality of the person was also an important factor and in some specific cases the dominant person in Aboriginality lead to the eventual death in custody and also the placement of the person. In almost 50% of the cases which had been reported the victim had been separated from his/her family since childhood and such a percentage also had been in custody since the age 15 years. It was also noted that over eighty percent of these cases the victims were unemployed. Generally the dead people were reported to have had early contact with the criminal just ice system or had repeated cases in the system. The history of the Aboriginal people is also a factor that contributes to the death in custody. This factor was also highlighted in the article by Dalton (1996b) where he says that, The history of Aboriginal relations with the broader community has impacted upon Aboriginal people in many ways. Collectively, Aboriginal people have been denied access to the social and economic power, which is essential to effective participation in mainstream society. The dislocation of Aboriginal people from their land and culture, and the intrusion of Western society into Aboriginal life have rendered many Aboriginal forms of social control ineffective. The dependence, which characterized the confined and controlled way in which most Aboriginal people lived for much of recent history, has left people poorly equipped to deal with the many social problems they experience (pg 45). There were e 339 recommendations which were made by the Royal Commission in order to achieve some objectives in reducing the custody levels, assuring self determination and remedying disadvantages which are associated to social life. There have been commitments in all subsequent governments in Australia in achieving and implementing these recommendations. There were also recommendations which were designed to reduce custody deaths m, which included the complete removal of hanging places from cells, increase of training to the judiciary and police in cross culture societies and increase of awareness to the medical and custodial staff in issues concerning the proper handling of indigenous and no-indigenous people who have been incarcerated (Joudo Veld, 2005). Manner of Death in Custody The findings of the manner of death are similar to the causes of death. The manner of death is in many types, it can be self inflicted, justifiable homicide, and natural causes, accidental or unlawful homicide. In the self inflicted death, this is considered to be any form of self harm that may lead to death other than natural death. For instance gunshot wounds which are self inflicted and most hangings are considered to be self inflicted deaths. There are circumstances that lead to deaths and are authorized by law such deaths are called justifiable homicide e.g. a prisoner shot by a warden who is acting in self-defence. Strategies for Managing Deaths in Custody Response For any program of intervention appropriate and timely intervention is important to save lives. For one to have effective intervention it is important to treat every aspect of the accident or incident of self harm with the seriousness it deserves and not looking at the behavior as that which is manipulative. In some jurisdictions it is crucial to provide prisoners with proper access of experienced and knowledgeable counseling staff for a quick response. Prisons in Australia have started some of these programs such as the mobilization of teams which are in charge of multi-discipline (Bhatia Anderson, 1995). There has been a recent procedure in New South Wales where there is deployment of Risk Intervention Team (RIT). Incase an incident is reported, a record is made on the inmates case file and individual file, while also a completion of the notification is made to the RIT. In the RIT form there are three categories of risks which are indentified, suicide threat, definite risk of suic ide and a definite self harm. The team comprises of several members who include a nurse, custodial officer and two other members of the team. It is a requirement by the Department of Correction in New South Wales, that all occurrences of suicide be investigated and concluded. In such circumstances, several treatment alternatives are suggested for instance, access to visitors by inmates, special placements, special dormitories or cells and counseling. Prisoners in Australia who are categorized as high risk factors in terms of self harm risk being placed under the watch of crisis care units (Dalton, 1999a). The existence of these units is in areas such as Queensland, Victorian, New South Wales and prison systems in Western Australia. Accommodation In order to manage inmates who are at risk various accommodation strategies have been put in place in Australian prisons. Prisoners are more likely to commit self harm or suicide when they are alone in cell; this has made many correction centers and prisons to come up with shared cells and dormitories in order to avert these risks (Pedersen Walker, 2000). In a report compiled from Northern Territory, the findings are that there are positive results in dormitory accommodation, since distress in Aboriginal inmates has declined drastically. In the recent past the method of accommodating inmates who are suicidal in strip cells has been criticized. But in most extreme suicidal risks the use of strip cells, where an inmate is dispossessed all his/her clothing in order to reduce the chances of suicide, is being used in Tasmania. The policy in New South Wales says that not inmate shall be stripped naked and put in a cell alone. If the inmate is in extreme suicidal risk, then he shall remain fully clothed but at 24 hour surveillance by cameras and a guard. A number of cells in Australia for example Australian Capital Territory, Western Australia cells and Northern Territory, have used cameras to monitor inmates (Biles Dalton, 2001). A report that was released by the criminology unit of the Royal Commission into Aboriginal Deaths in Custody (RCIADIC), recommends that all Australian prisons should provide cells which are safe for prisoners who risk to commit suicide or who are a threat to themselves. Through the creation of such cells, hanging points would be eliminated for instance rails, bars and light fittings. Safe cells would also increase surveillance of the prisoners thus making it easy to monitor them (Day and Davison 2004). Supports This is another crucial prevention strategy. This strategy includes regular counseling and continuous assessment of prisoners by members of medical teams which are situated in prisons, such teams comprise of the following members; social workers, psychologists, psychiatrists and psychiatric nurses. Peer support programs are also other means which can be used in prisons to combat self harm or suicide. Such programs involve prisoners being taught important skills in peer support and they have been observed to be essential in combating deaths in custody and also monitoring distressed inmates which occurs during reception of inmates (Chen et al. 2005). A prison such as Mount Gambier which is in Southern Australia has such a program where inmates are on duty 24 hours to support fellow inmates. This program has been enhanced through regular committee meetings between peer members and the prison administration. Support schemes which involve prisoners have been put in place especially those targeted to Aboriginal inmates and the programs include visit schemes for the Aboriginals, prisoner support services for the Aboriginals and staff who are psychologists basically inclined to the Aboriginal inmates welfare. Various jurisdictions in Australia have emphasized on the significance of prisoners support visit programs. There has also been an attempt to increase the contact between visitors and the correction staff .This is aimed at increasing communication between prisoners so as the prisoners can effectively communicate their risks and needs and also to seek better services from the staff (Joudo, 2006b). Management This concept of managing prisons has been there for many years. In a number of jurisdictions, they are viewed as vital in monitoring of inmates for indications of difficulty and anguish. In prisons such as New South Wales, individuals management plans are developed and they are continuously assed by a management team which is established by the administration for discipline measures. Such a program is designed to increase cooperation and interaction between the inmates and the prison staff. In the Victorian model of managing inmates, the prisons are segmented in to small sections or units which are easily manageable (Atkinson Dagger, 1996). Members of staff are allocated in each unit daily to overlook and monitor the inmates in such units on a permanent basis. There is greater interaction between members of staff and inmates in such units thus reducing tension and distress among prisoners. In case of a transfer of any inmate in prisons such as New South Wales, the prisoner is accompanied with his/her case management files so as to improve the services. There has been an agreement between various departments in Australia for example Correction Department, Federal police and ACT Youth Justice which has formalized the exchange of important information about an inmate for proper monitoring. Exchange of information about inmates and proper communication within various correctional institutions is recommended in Australia. The new model of suicide prevention in Western Australia has emphasized communication and responsibility of various correctional departments in order to reduce deaths in custody (Collins Mouzos, 2001). Drills in suicide prevention and training are part and parcel of the newly formed suicide prevention strategy. Prison Environment Within the new frame work of suicide prevention the Department of justice in the Western Australian Correctional centers, has made its priority to reduce prison stressors. The following measures have been proposed by the department: The extension of programs in peer support and to increase the roles of fellow prisoners in reducing custody deaths, To increase prisoners recreational activities such as provision of facilities such as radio and television the remanded prisoners and those who are at risk of committing suicide ad, Reducing overcrowding in prisons through improving the prison facilities. The new system in Australian prisons has been put in place to stabilize punishment standards in all prisons and also to put in place new systems for adjudicating grievances and monitoring prisoners punishments (Joudo, 2006a). There is also an emphasis on programs which involve induction in order to ease a transition of prisoners into prison environment. Conclusion Education is an important factor in life and it is one of the social determinants. Education also links other factors of life such as proper housing, unemployment, poverty and access to health care. Therefore, it is important for the federal government of Australia to educate the Aboriginal community in order to reduce their population in prisons. Indigenous people are marginalized thus making them lead a criminal life in such for better services (Commonwealth of Australia, 2002).The federal government should put more emphasis in implementing the recommendations of the Royal Commission in order to reduce deaths of Aboriginal people in custody. There is also need for improvement in the federal police since some of the inmates die in police custody due to harassment and other factors. Finally in order to eradicate deaths in prisons, the prison facilities should be improved as has been discussed in the paper.
